All the lease to own website I’ve been to keep declining me, but also the prices for building a pc is very discouraging.

There is a reason they are declining you, so what is the reason?

 

Find out the reason they are declining you, then fix it and go back to them.

How old are you?

Do you have some credit card which allows to buy stuff with 6 months or 12 months no interest plans? This way you'd only have to pay more than the minimum each month and buy your stuff within 6mo-1y and not mess around with leasing and other issues. 

 

See if it would be cheaper to buy a laptop... lots of good Ryzen based laptops at 400-600$ and you can buy a separate monitor, keyboard and mouse and do some decent gaming.

The downside is you wouldn't be able to upgrade the video card (from integrated graphics)

If you feel you do want to build your own, 600-800 can get you a pretty complete setup.

Screw the leasing, just build and own it right away, you can always flip stuff on craigslist/ebay etc.

Even if low end, never go for single channel memory in a gaming pc. The price difference is so small that you can easily justify that 60d 3200MHz cl16 2x8 kit. It should run 2666 cl14 easily.

That PSU has been ranked as dangerous on the tier list so under no circumstances should you buy it.

Also for that CPU price a R5 3600 and a B450 board makes far more sense. 

And why would you get a 2133MHz single channel kit? A 2x8GB 3200MHz kit will cost just $5-10

The v3 version is fine, which that is, otherwise I'd like to see some proof tbh.

 

I look at CAS latency as well.

 

IMO, it's not far off, besides for gaming it's superior still!

Having researched the PSU more, it does appear to be an alright model. Apologies for calling it out, but the tier list linked to exactly the same one that you linked in your list

you're cutting it really close with that PSU, and it's not nearly as good as the >400w units.
