Will this PC run Forza Horizon 4?

The specs are:

CPU: Intel Core i5 650 3.2 GHz

GPU: Nvidia GeForce GT 420

4GB RAM

 

I know I will need to upgrade the RAM to 8 GB but will the CPU and GPU be fine?

That won't run forza horizon 4 at all be lucky if you get windows to be stable

Brother, you are WELL under the min specs for that game:

Windows runs fine, is the CPU bad or just the GPU?

Both. You are running 10 year old hardware on both ends. The entire thing needs an upgrade unfortunately.

No. You’re going to be severely limited by your memory and GPU. At most, your CPU could muster a 40fps experience, but you aren’t running Forza Horizon 4 on anything weaker than a Ryzen 5 2500U in the CPU and GPU side.
