When i got this cooler for my cpu (wraith prism) from friend that didn’t need cause he got a better one. It had some stuff on the pre applied thermal paste. Idk if im too worried or is it all good?

It's not great thermal paste like MX-4 or anything. I'd wipe it and replace it with something better. I found it to be equivalent to thermal take TG7 or Cooler Master TM30.

Just dust

But I would recommend cleaning it off and apllying your own paste. The factory paste tends to solidify into something rather tough (like concrete) over time as it dries up, and when you try repaste it the CPU will be pretty well glued onto the cooler by this paste, which often means people rip CPUs out of the socket.
