laptop only displays a cmd

when i turn on the laptop the only thing that is displayed is a cmd with no text

Can you attach an image from a phone maybe?

 

What laptop? what os? What have you tried?

CPU: i5-4690k @ 4.4 GHz | RAM: 12GB DDR3 1333MHz | GPU: Sapphire Pulse RX 580 4GB

PSE30A-007004 this is the model number, it does not have an OS, ive done a few google searches on how to install a bio onto the computer because as soon as i turn it on the only thing that pops up on the screen is a cmd, no loading or anything just straight into a cmd

To instal a bio? You need to instal a system, like windows.

the only way i know how to install windows is using a USB and i cant open the boot menu to install it
