PC DRAM light on and not booting

I built a PC a few weeks ago and I still haven't found an issue to my problem. Everytime I try to boot my PC my DRAM light is yellow. I have tried starting with and without GPU installed, all configurations to install RAM, I've gotten the newest BIOS, and I have tried 2 different RAMs. There are other small things I have tried but I don't remember everything.

 

My latest guess to what is wrong is that the Motherboard RAM slots are faulty so I'm probably going to refund my Motherboard if no one has an idea.

 

-GIGABYTE GeForce RTX 2070

-AMD RYZEN 7 3700X 8-Core 3.6 GHz

-ASUS AMD AM4 ROG Strix X570-F

-CORSAIR CX750M V2

-Corsair Hydro Series H100x

-G.Skill TridentZ RGB Series (2x8Gb)

-Seagate BarraCuda 2TB

-darkFlash J11

-Samsung 860 EVO 1TB

 

I would really like to get this PC running because I have put so much time into it and have been working so hard to get this thing to run so if anyone has any ideas please let me know. I'll keep this open to answer any questions.

Pull CMOS for 1 minute (or use jumper to clear BIOS) put back in, use 1 stick in slot DIMM_A2 - does it post?  Make sure that ram stick clicks in place.  Insert bottom first (closest to PCIe lanes / sata ports) then slide it into the slot with the key lined up and ensure a audible click occurs (and the latch closes completely at top of DIMM slot) meaning you have seated the ram correctly.

That was the latest thing I tried and it didn't work

The next step for me would be breadboarding the PC (google it)

 

If I still got the DRAM issue following a breadboard setup I would assume it was the motherboard before the CPU itself, imho.
