Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I want to have high frames in games, and will be streaming while playing? I don’t know what all to say as I don’t know where to begin with building a pc,

Do you already have a keyboard and mouse/monitor that you are happy with? What resolution and settings are you targeting? 1080p, 1440p, 4k? 60 FPS or high refresh rate like 120 or 144 hz gaming?

AMD CPU and if you stick with 1080p but aim for higher refresh rates, would produce the most desirable results. As the last person said, without knowing if you want peripherals included into the budget its hard to know what we can get anyway with part wise.

Get better RAM. IF you are gaming, you will need 3200Mhz Ryzen RAM overclock. It's easy to tell the difference between 3000Mhz and 3200Mhz when you game.

I have a 144 monitor and a mouse and keyboard I like, so I want something that gives me a lot of frames in game, and 1440p would be dope if I can get it for under 1k,

Would it be enough of a difference to justify spending more on 3200 MHz over 3000? Or doing actual OCing to get it to 3200?

Considering benchmark put the gains between those speeds at essentially nothing, id be suprised if anyone could tell the difference without logging frametimes and looking after the fact.

95% of the time, we're not gonna build the rigs that we send to whoever's asking for help. we don't have the kind of time or money to build whatever list we make, which is a lot.

since you have a 1000 USD budget you can get a pretty packed pc. for the processor you could go for a ryzen 5 3600 or even a ryzen 7 2700. the stock cooler should do for it if you dont plan on overclocking. for the gpu, you could pair it with something like a 2070 super, 1080ti or a 2080. i would say wait for the b550 motherboards coming out on june 16 but if its urgent you could go for a b450 or even an x570.  throw in maybe 16 or even 32 gigs of ram, but 32 gigs is overkill imo so its your choice. put in a rm series corsair PSU of 750 watts and put in an 500GB SSD with a 2TB HDD. you could pick a cabinet of your choice according to needs.

A $1000 PC can't support a $500 GPU, sorry to say.  As @Oswin shows, a good balanced PC runs with a 3600 and 5700XT at the max.  Trying to squeeze a 2080 in there would result in cutting WAY too many corners, if not impossible.
