i7 9700F micro stutter

Okay, So I originally had a i5 9600K. It performed great, loved the chip. As 10th gen released, 9th gen went on sale so I picked up the i7 9700F. I formatted my SSD and installed a fresh copy of Windows 10 with the latest updates. Initially, my cpu was constantly hitting 100% just on the desktop and opening up edge or chrome. Games were completely unplayable at this point. I reinstalled Windows again, which seemed to correct the issue. Now I am getting a lot of micro stuttering when playing cpu intensive games such as Hell Let Loose and Squad. These micro stutters were never a problem with my i5 9600K. Whether the graphics are at the highest settings, or lowest settings, the micro stuttering is always there. I ran the intel processor diagnostic tool as recommended by intel and everything passed. I have completed the following...

 

1. enabled high performance in windows power plan;

2. disabled power saving options in bios;

3. disabled steam overlay;

 

My specification are in my signature block. Anyone else experiencing this with 9th gen i7's?

Pull CMOS (or use jumper pins) for 1 min and clear BIOS settings, report back

Forgot to mention, temps never exceed 44C.

What about your memory speed ?

Did u try reseating the ram and gpu ?

Does the 9700F show as 8 cores and 8 threads ?

Did you update the bios ?

I've tried stock 2133 and XMP 2666;

Yes I have reseated both several times;

It's showing as 8 cores/8 threads;

Yes I have the latest BIOS for this board (F6c).
