Black boxes around desktop icons

So this happened on my last installation of windows that used a completely different drive, i am now using a 970 evo my last drive was an 850 evo.
I upgraded from a 6600k to a 9900k in the last few weeks and now  this is happening again, i don't know if this is some sort of windows bug, but it gets irritating every time i hover over an icon a black box appears around it, when i move ANYTHING my entire background goes black.
Has anyone found a fix to this?

Which Windows version do you have on this computer?
