Motherboard Power Issues.- Is it dead?

I have a Gigabyte B450 AORUS Motherboard that does not appear to be working properly. Only sign of life is a light that flashes once either White, Blue or Red when the PSU is powered off. (Brand new board out of the box today. No CPU installed yet).

 

I have a Corsair TX650W Power supply, I've made sure both power cables running to the board are seated properly and secure. I've tried jumping the pins and using a case switch to cycle on the unit.

 

I've tried running it with a ram and GPU installed and without, The MB has been removed from the case and sits on cardboard to remove the chance of a case shorting it. Nothing appears to be powering on or working besides the single flash of light when the PSU is turned off.

 

Any suggestions?

some boards wont power anything without a cpu, not sure if this board does or not, but i wouldn't worry about it until trying with a cpu.
