Can you get more performance out of an HQ chip?

My laptop specs

CPU : i5 7300HQ

GPU : 1050 4GB

RAM : 16 GB 2400 DDR4

SSD : 256 GB Samsung 960 PRO

HDD : WD 2TB

75 hz monitor

Lenovo Legion Y520

Temps around 60-65C for both GPU and CPU.

 

I was wondering if it is possible for better performance out of the CPU, the CPU struggles with maintaining a solid 75 FPS in some games with frame drops down to 30-45. The cpu is boosting to 3.1 ghz but is pinned at 100%. It can boost to 3.5 ghz single core load, is it possible for 3.5 all cores or any other way for more performance?

If the game is more of a multi threaded game the chipn obviously won't boost to it's single threaded frequency 

The only way you can get more performance ? 

I guess turning down the settings 

Updating the drivers for your GPU 

Dusting your machine off making sure there is no dust limiting the cpu from boosting

Phone: Pixel 3a (Purple-ish).
