gta v in 4:5

for some reason, gta v runs in 4:5 when in full screen mode

Have you tried manually selecting the resolution in the settings?

Oh, you mean the actual game isn’t in full-screen? Try pressing Ctrl+Enter or Alt+Enter to get it into full-screen, unless you’re talking about black bars on any side of the screen.
