Computer boot up help

Just built a new computer. I have two OLOy Warhawk 8gb ddr4 3000mhz sticks, and when both sticks are in, I’m getting the yellow light next to the ram, and unable to get to bios and just get no signal. With one stick, it boots into the bios. I have it in slots A2 and B2.

i did switch around the sticks with just one in a2 to see if maybe one of the sticks are bad, seems with either one of the two sticks they both boot into bios if just one.

i have the following specs:

mobo - asus rog strix b450-f

cpu - ryzen 5-3600

ram - oloy warhawk ddr4 3000mhz 8gbx2

gpu - rtx 2080 trio msi

aio - cooler master nl240

ssd - crucial nvme m.2 500gb

psu - enermax gold 750w

i did buy the mobo used so may be that the previous owner messed with the bios settings? I did reset them to optimized defaults. Not sure if anything else needs to be done. any assistance would be helpful!
