Laravel Failing to Install

Yesterday I was able to create new laravel projects just fine, but today when I tried creating I new project I got this error:

Problem 1
    - Installation request for mockery/mockery 1.4.0 -> satisfiable by mockery/mockery[1.4.0].
    - mockery/mockery 1.4.0 requires php ^7.3.0 -> your PHP version (7.2.19) does not satisfy that requirement.

I am aware I can easily fix it by changing my php version to php 7.3, but I want to use 7.2. Does anyone know a way around this? The command I'm using to create the project is 

laravel new (project name)

I like the name “laravel”.  I’m imagining Laura Croft crossed with some sort of catipilliar.  
 

looks like something updated and it wants you to update your php version.
