Games, programs or workloads that it will be used for: Photoshop CC, Lightroom cc 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I have no old desktop pc anymore. Buying possible this month. I searching a new PC for editing lot of layers in Photoshop, because my laptop can't handle it wit 16Gb. I was thinking about an AMD 3900x with 32-64gb Ram. 1000GB M2 SSD, Cache drive 500 GB SDD, 4tb HDD, with motherboard X570 of MSI or asrock, 4K screen Adobe RGB, GeForce RTX 2700 super. And wacom intios pro medium tablet .

Is it a challenge where we need to guess what you need, your country and budget ?

This is too much just for adobe photoshop / lightroom.

An entry 4 core cpu should be enough. Photoshop pretty much single threaded wont benefit using 3900x.

Editing multiple layers should benefit with more ram and scratch disk (ssd).

Better spend your cpu with a cheaper one like R5 3600 and then spend more for 32gb + nvme ssd + good gpu (for gaming).
