Remember the old RC car game Re-Volt? Where can I get it now?

I would like to play this childhood game of mine in windows 10 (hopefully it supports), however I cant find a place to buy it. I checked steam and they dont have it. did a google search and bumped into a couple of sites which lets u download it for free and it also has online multiplayer support. wondering if these are pirates. here's the links :
