Does a 1070 bottleneck a i3 9100f?

(i3 9100f, Zotac 1070 mini, 16gb ddr4 3000mhz, 500w thermaltake 80+ white psu, mini itx asus, 2x250gb m.2, 7500rpm 750gb hd)

No, but a 9100F does bottleneck a 1070 in many recent AAA titles released in the last 2-3 years.

Depends if you're going for graphics or for framerate. If you want maximum fps reducing quality then the CPU can become a weak link otherwise it will be fine.
