Generally i would tell you to find either a 6600 or 6700 as an upgrade before going with a 1650s

That's a waste of money considering he'd need a new board. If he's swapping platforms, the 1600AF is by far the better option.

Look for a used i7 6700 or i7 7700. Also, consider the 580/590/5500 XT as they perform better and cost around the same.

If you don't already have a graphics card, the 1650 super would be a pretty major upgrade. The i3 would most likely hold it back in most games but you'd definitely see improvement.

You will but it might better value to get a used 1050 Ti if you have no intention of upgrading the CPU

a 2/4 chip is going to struggle on pretty much everything new. Get a second hand RX 570 for $100 or less, probably the most I'd get for that chip.

I would say i7 7700 is the best bet

Same deal as the 6700 but usually more expensive

here is how your CPU will perform with a GTX 1050 ti

There are no videos I could find with an i3 6100 and a GTX 1650 that have a complete collection of games but there are a few wich test a single game with this setup

here is apex legends for example (tested also with the 1050 ti in the video above)

and as you see the frame rate is similar.  with some few second spikes at around 90-100 fps with a GTX 1650 other than that they stay both around 50 to 70 FPS with some lows in the 40s

your CPU is not strong enough so either upgrade the CPU as well or better save money and buy a GTX 1050 ti.
