BLACK SCREEN ISSUE. NO POWER KEYBOARD MOUSE

I received a USED GTX 760 which has a black screen issue. Graphics card fans are working completely fine. The monitor detects output but is always stuck on a black screen with the keyboard mouse blinking for a second and turning off right away. What could the possible issue here?

 

I tested the card on my Benchmark system which actually runs perperfectly fine.

Specs :

I5 4690K
8GB DDR3 1600mhz
WD 1TB 7200rpm
Strix GTX 960 4gb ( Swapped in 760, and I got this issue)

PSU: ANTEC VP450P

Yes I know. The person who gave me this explained that the card probably died due to overheating  when he applied some cheap quality thermal paste. The card booted up nicely and then went to a black screen half an hour later while he was in a game. Was wondering if baking the card is the only possible solution to get it running for a few weeks.
