I gifted a copy of Ark:SE to a friend. Both of our regions are same. But it says "this item cannot be added to your library because it is restricted from your country"  everytime he "Accepts" the gift.
And yes ,we are in a region where the game can be redeemed.

You say you are from same "region", but not same country. So did you get notice before buying gift if game was restricted to region or countries? If so, then that notification should have listed countries where game can be gifted in. As said in Steam support https://support.steampowered.com/kb_article.php?ref=1266-QFZC-2141#gifts

 

Steam uses your ISP location to tell where you are at.

Is he using a VPN ? that the problem.
