Uhm- The monitor seems to be 60hz (only capable of showing 60 fps, which is normal, but your system could to 144fps-ish) and it has a amd 1600x, which is pretty shit, and paired with the 1080 probably bottlenecks, but there may be an actual problem, rather than just "bad" components

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

bottleneck doing what?   do you have some numbers/data that you have collected?  and the 1600x will not bottleneck the 1080 card you have, very very very very very unlikely.

your setup is more than capable of handling iracing.  Do you only have issues with that game?  What type of internet connection are you using and do you know what ping rate you are getting while connected to iracing servers?

i have good ping like 99 and my internet is 60 to 120 mbps through Ethernet

iracing only use one to two cores and iracing is the only game/sim i play, but you give room for thought i will look for an other game

right now my rig is down {apart)
