PC Wont post or even go into the BIOs

My friend bought some parts to make a PC and I helped him build it and it posted with me, but when he got home to try it at his own place it didn't post.

I was wondering if anyone would know what is wrong and could help?

 

CPU: AMD Ryzen 5 1600 (14nm) 3.2 GHz 6-Core Processor

MOBO: ASRock B450M-HDV R4.0 Micro ATX AM4 Motherboard

RAM: Corsair Vengeance LPX 8 GB (1 x 8 GB) DDR4-2400 Memory

GPU: EVGA GeForce GTX 770 2 GB Video Card

PSU Thermaltake Smart 600 W 80+ Certified ATX Power Supply

STORAGE: ADATA SU635 240 GB 2.5" Solid State Drive  

                   Western Digital Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive

OS: Windows 8 (it was on the old hard drive)

Try reseating everything, especially the GPU, if you moved the build from one house to another.

  Tried that and still nothing.

A few more suggestions: Reseat the CPU and RAM. Clear the CMOS. Give it a few minutes on the first boot to figure things out.
