PSU fan spinning all the time

Is it normal for my psu (cx450 2017) fan to spin all the time? In their webpage it says its thermally controlled and my ambient temperature is 37c, so is ot spinning because of that?

Also it doesn't seem to move that much air when I try to feel it from the back of psu.

There is no zero RPM mode for this PSU, so yes; it's normal for the fan to spin at all times.

At 37 C idle it also kind of makes sense why it is audible during usage.

 

In my experience it doesn't seem like there is much air you can feel coming out of your PC, it's more 'warmth' that you feel.. But that's just my experience
