Can someone make me a Pc part list for a 850 dollar budget?

Whereabouts in the world are you located?
$850 in the US is a very different system from $850 in Australia.

Does this system need to include Windows? Peripherals (keyboard, mouse, monitor, mousepad, headphones/headset/microphone, something/anything else)?

What's the use case of this system?
