it's right on the tipping point of 7 to 8, Windows 8 was released in 2012, so it just depends how old it is.

Microsoft Windows 7 Professional, but it was also available with Windows 8 Pro. Depends on your model.

Where it says Win7 Pro:

https://www.cnet.com/products/dell-optiplex-3010-mt-core-i5-3470-3-2-ghz-8-gb-500-gb/

Where it says "Available with Windows 8 Pro" :

https://www.dell.com/en-us/work/shop/desktop-deals/optiplex-3010/spd/optiplex-3010

Dells is this company that makes like 1000 SKUs of the same model just to confuse the shit out of their customers.

So really, if you have the Win 7 Pro or Win 8 Pro license, you'll likely be able to install Win10 Pro and activate it without any issues using their keys.

CPU: AMD Ryzen 3700x / GPU: Asus Radeon RX 6750XT OC 12GB / RAM: Corsair Vengeance LPX 2x8GB DDR4-3200
MOBO: MSI B450m Gaming Plus / NVME: Corsair MP510 240GB / Case: TT Core v21 / PSU: Seasonic 750W / OS: Win 10 Pro

I have this Optiplex, it came with Windows 8 originally, it may vary by country as stated in this guidebook of yours.
