Overclock monitor fail HELP!!!

I tryed over clocking my samsung monitor to 75hz from 60hz was fine to start with but after 5 minutes the whole screen was sturring couldnt stop it so I turned my pc off and on now it won load onto windows cant get it past the gigabyte screen is there anyway I could reset my monitor back to normal refresh rate without going onto windows

try booting in safe mode, just keep hitting f8 when it is booting, then hopefully change it back
