I have a problem with my disk usage

I have a problem with my diskuasge (Its an HDD from toshiba) its always at a 100% only when im downloading games on steams at first it works at acceptable speeds but like 10 mins into the download and it goes to very bad speeds I checked my task manager to see what was using the disk and there was nothing weird about it and i checked the Resoucre Monitor and still nothing i tried defragging my hard drive i tried restarting, updating my windows, checking for malware, and im starting to think i got a bad HHD but it was working fine so im very confused please help me if you can.
