Failed factory reset in restart loop

I am currently factory resseting my pc and suddenly it stopped. Turns out the power cable was loose and it lost power. Now it is in a reboot loop where it goes into the windows install for a sec and it says installing windows it will restart multiple times but it hasn't increased from 64% in 30 mins. I can't acces the windows safe mode with F8 either. I can enter bios but it is very limited since it is a prebuild.

 

I am thinking to reinstall windows from my media tool but if there is an easier fix it would be nice.

 

Any help is appreciated

Do this. 

 

Better to on prebuilts anyway since it won't include bloatware
