RX 580 Incompatibility with Dell XPS 8700?

So i have a pre-built Dell XPS 8700 X8700-2815BLK. It runs great still today, but i wanted to upgrade the graphics card to something that can run 144hz. I got a killer deal on a Red Devil RX580, but whenever i plug it in, the system fails to post. I've recently replaced the PSU of the system, so i know it's not a power issue. It has to be something wrong with either the PCIE 16x riser im using to connect the card to the motherboard, because there's a capacitor that sticks up too far on the board to full insert the card into the slot. Or it must be a motherboard compatibility issue. There's also the possibility that the card is dead, but that's unlikely. It boots perfectly fine on the GTX 745 that came with the machine and with no graphics card at all, only with the RX580 does it fail to post.

Specs-

CPU - i7-4790

Motherboard - Dell KWVT8

RAM - 4x4GB Samsung DDR3-1600

SSD - Samsung 860 EVO 500GB

HDD - WD Blue 7200RPM 1TB

PSU - EVGA 600W

Graphics - Powercolor Red Devil Radeon RX580 (Doesnt Post)

Nvidia GeForce GTX 745 (what came with the system, boots fine)

Intel Graphics (also boots fine)

 

Any advice/ suggestions would be greatly appreciated! :)

Did you plug the GPU into the PSU and your monitor to the GPU?

Yes, system makes a couple beeps that it doesnt typically make and then has no output at all, it does stay powered on
