Can some one tell me about 4pin single led red 120 mm fans under 10 dollars

That is a pretty tight budget you got there buddy. 

Th even if someone recommends it, from where will you buy it in this lockdown?

After all these man the problem is my mother board doesn't support rgb and only a single chassis fan port so I have decided deepcools fh 10 for connectivity and some static led fans but theprob is no fans have 4 pin pwm with static light

If I choose rgb can I put it on one colour without an additional rgb controller

If you want, you can buy RGB fans without the need of RGB header. Some come with their own external remote/wired controller.
