My PC is severely underperforming and I can't figure it out for the life of me.

You're using memebenchmark, that's what's wrong

Possible performance hits: slow memory, thermal throttling. (The average boost clock is listed as 1.35)

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

Also having 1 HDD doing all the work too. I'm assuming from the post everything is installed on the HDD.

The average boost clock is 1.35 Ghz.

It's seems like your cpu has severe thermal throttling.  

Replace your thermal paste and reseat your cooler.

Don't kick a player unless they willingly want to ruin your experience.

Oh I just meant in general. Wasn't talking about the score. I'd be checking if the CPU is secure in the socket and however much paste/mounting pressure there is on the CPU itself.

reset your bios.

 

i had a low multiplier bug on my 1600 and it locked at 15.5x = 1550mhz
