What VPN currently has the best privacy reputation?

Its all in the title, it would also be great if it had low latency so it could be always on. (is that possible, even with like gaming?)

How legit is that site? I've been hunting all day for one because I finally have the spare change for one but I keep seeing conflicting info on what's good and what's not

As far as I know, it's *the* site for determining VPN quality, it's one guy and he doesn't take sponsorships or donations from any VPN firm.
