I just recently had this problem after a PC crash. When I'd want to Produce a video either SVRT, Quick Sync or even Hardware encoding would be grey out for Fast Rendering Technology with either resolution (mine was 1920x1080 but the rest were fine). I thought I'd share this with others since this fix was hard to find. I have Powerdirector 14 but I believe this can work for other versions
Close Powerdirector
Open regedit > HKEY_CURRENT_USER > SOFTWARE >CYBERLINK >CES_FUNCTIONLOGGER >DATA. CHANGE ANY THAT SHOWS 1 TO 0
