Online games stutter only, not offline?

Hi, I have been troubleshooting stuttering for some time now. 

 

I get hitches that look like frametime spikes in numerous online games. I assumed it was hardware related, but having played bunch of offline games there is no stutter. It does not look like rubberbanding or other network issues and is mimicing hardware issues.

 

Even simple games like Human fall flat stutter a lot if I join a lobby, but not if I play locally.

 

I assume there is something wrong with way my system is handling online games. What do I do?

 

Router seems fine and so does my connection have a stable wired 40MB connection, that doesn't drop.

 

How can I troubleshoot my connection?

On a wired uninterrupted connection, run a speed test at DSLReports and tell us what it finds.
