My gpu wont run smooth on low setting but smooth on high setting

I have an rx 580 that i have been using to play cs go now.Weird thing is when i lowered all the graphics settings my performance start to drops horrendously...then i fired up msi afterburner to find out that my gpu clocks was fluctuating from 300 to 900(it wont reach it max clock which is 1266) in low settings however... in high settings it fixed to 1266mhz which is actually playable no stutter whatsoever..can anyone explain me this weirdness?same goes to fifa 20

Yup, just means that at low settings the CPU just can't feed the GPU with enough work for it to get busy.

You might be able to set a framerate cap and stay below the point where it starts struggling.

i capped it to 40 it still stutters like crazy...it seem that 300mhz clock is not enough...

Then increase graphics settings to get it loaded enough to clock up...
