GTX 970 stays black

Hi guys!

 

I have a problem with my EVGA Geforce GTX 970. After turning on my PC I don't get a picture, also the fans of the gpu do not spin like they should. They turn like this: One turns for a millisec then the other one does.

I have already renewed the thermalpaste but i don't think that that's the matter.

 

I hope anyone knows what to do ^^
