Not a fan of 240 AIO liquid except in particular situations myself.  A mid tower non portable case doesn’t qualify as one of those situations. Find a big air cooler that will fit in the case and you may have enough money left for some faster memory.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

The 3600 with the stock cooler will give as good if not better gaming performance as the 2700x, the b450 board saves some money and doesn't lose any performance. This gives a little budget for 3600mhz ram, and upgrading to the 2070 super. Should get much better FPS with the beefier GPU.

 

And then you can always upgrade the cooler and chip later if you want.

For gaming,its better to get the 3600 or better. Ditch the AIO then get a decent air cooler(you can get a good one under $80)  so you can upgrade to a 5700xt 

 

But the build above looks a lot better. Though, i hope that case came with fans

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"
