New AMD build, lots of screen tear

I just finished a new build using an AMD 3900x in a Taichi x570 board. I have a RTX 2080Ti from my previous intel build. I did a full watercooled loop. I am noticing a lot of screen tearing in games and even in youtube videos and general choppiness. I have fully updated drivers and this was a clean install of windows 10 also up to date chipset drivers and bios. I feel like I have tried everything. This is very frustrating when my new computer is performing worse than a 4 year old one. Does anyone have any ideas? Is this because of the CPU? The ram I am running is trident royale 4x8gb 3200. I have an EVGA 650 plat PSU. Any help is appreciated.
