at what price point would I be able to buy a phone that is decent? (the phone will primarily be used for music for the specs just anything that can play PUBG mobile (at least 60 fps) without overheating or hanging)

$300-$400 you'll find some decent mid-rangers from known brands (like Samsung) and even some ones with high-end specs for the price from lesser known brands (like Nubia or Xiaomi).

Realme 5 Pro

Realme X2

Redmi Note 8 Pro

 

Avoid Samsung because the specs are disappointing for the price. You gotta buy from a Chinese brand.

You could get a LG v30 second hand. The snd835 is kind of old, but it still can run PUBG
