A 2080 Ti technically performs better than a 2080S, but it's not worth the investment for the +5-10% of performance.

Seems like he just wants to flex.

 

EDIT: I assumed what you listed above is what he has already? In which case a Ryzen 9 3900x or 3950x would be an improvement too, if the extra cores are needed.

His system looks really solid as it is. If he was going to build that parts list then there could be a few things that could have been swapped out, but mainly just to bring the cost down a little bit. Since he already has them then there's nothing really worth adding.

 

Depending on how he's going for storage he could look at maybe adding a cheapish 1TB SATA SSD as game storage (assuming he's a gamer with a big backlog of steam games like the rest of us). Or even just going a 2TB SSD and ditching the spinning rust if wants to spend the money.


What about monitor and peripherals? Might be something worthwhile upgrading there.

if your friend hates having money that much, he should just give it to a charity of his choice, that'll be a better investment than trying to upgrading that system...

If one of my friends asked me for a build with that kind of budget, I'd tell them to hold off for now and wait for new CPU and GPU releases - your friend has even less reason to buy anything now. While yes, there is room for improvement (horrible value though), he definitely shouldn't upgrade now.
