I was wondering what would be the best budges AIO I can buy or if getting a tower cooler would be a better option.

at budget prices a tower cooler is definitely going to outperform a AIO. hell, even expensive AIO's are being outperformed by big towers nowadays.

I got my Fractal Design 360 AIO for $115 on sale.  I'd highly recommend.

Edit:

It's only a little bit more right now at Newegg.  And it has black fans now.

depends what you want really. Noctua makes superb coolers, but they only come in silver/brown or all black.

IMO a tower cooler provides better value than a budget AIO.

Be Quiet Dark Rock 4 (non-Pro is plenty for most) is a good option for example.

But there are some more budget options like the Artic Freezer 33
