generally I refer to the tier list for things I can't find myself. Usually you have to find reviews (and not amazon or newegg "reviews") that break down the performance and stuff like the fan.

so the higher the quality the higher the quality of the fan only?

no, the fan is just one of the things that can be better. as far as the things that matter more, there are protections, voltage regulation, electrical performance, etc that you need to look for

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

oh but does that really matter when you just want to upgrade and the psu have enough watt to support the upgrades?

yes, because if it's a high wattage PSU but something like the transient response isn't good enough, or if the 12v rail doesn't have enough current, or the voltage regulation is bad, you'll have problems.
