Apps to turn down pc settings for gaming?

I'm playing metro Exodus on my second play through for the good ending and all of the sudden I'm getting some frame rate issues, cloth in the ground is stopping while blowing in the end, some enemies moving slowing, etc... Also the lighting in dark areas is now going to black. I can't help but wonder if all of the sudden some programs are running in the background that weren't before. I was wondering if there are any apps that do a good job of turning down any none essential's to optimize game play and keep any programs from randomly starting while I'm playing?

Things can't launch randomly If you disable services and adjust task scheduler(taskschd.msc) so it does OS related things at certain time you know in advance... Extra apps don't do much good, you can kill explorer.exe manually.
