I'm planning to overclock the cpu

Define cheap?

Also, I'd suggest going for a 3200/3600MHz memory kit, if it's not much more expensive.

The Cooler Master Hyper 212 Black Edition is a good cheap cooler.

I have the inferior EVO version and it's pretty good,the black is better than my EVO of course.

$100 to cool the 3600 is kinda dumb, either go with something cheap that is better than the stock(CM Hyper 212 or similar) or something mid tier(~$50) like Scythe Fuma 2 or similar if silence is important.

Thats not cheap. Even AIO coolers are under $150. Budget coolers are sub-$50, midrange under $80.

Have you tried using the stock cooler?

If not, I recommend doing so. You can always replace it later if you're not satisfied with the results.
