Steam is annoying me

I downloaded Gta V using Steam last year and it had been working fine since then however today i faced an issue where when i will go to steam to launch the game instead of showing the play button it shows the install button. Gta V is already 80 GB and i dont have a high enough data cap. i tried to install using the button as i thought it will detect the game automatically but it did not it started reinstalling which i stopped. i followed instruction given on https://support.steampowered.com/kb_article.php?ref=8379-RYIP-2998 however it did not work. I have attached all photos.

It looks like you have it installed to a secondary drive. Make sure Steam is looking for a library on that drive, too (Under Settings -> Downloads, I think).

this is my primary drive and i have been playing like this for more than an year with 0 issues

Have you tried reinstalling steam? I had an issue like this and it wasn't picking up some games that I had installed a reinstalled solved it for me.
