Cities Skylines preformance on 2080ti

I have recently upgraded to a 2080ti i7-9700k 16gb ram, and cities skylines is unbearable with stuttering. However i cannot figure out the issue i am only using around 49-57% disk usage and cpu only reaches about 40% when playing, i experience extremely large stuttering and cannot figure out how to fix it. Is there any known fixes for this?

Is it a monitor synch issue?  There isn’t enough information here. 
 

need fps, gpu usage, what kind of “stuttering” it even is, etc..

 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Nevermind i found the problem, Simply deleting all games off my OS drive and moved the games to another fixed preformance issues
