Does over ear headphones good than on ear headphone in sound quality?

How comfortable they are depends on the headphones and your personal taste. Some people find over-ears more comfortable, others find in-ears more comfortable. Also, which ones produce better-quality sound depends...on the headphones in question.

I have on-ear headphone and while the sound is pretty good, the comfort is terrible. All my other over-ear headphones have great comfort and some have amazing comfort.

That depends on you and the headphones. You can have really light clamp headphones like the kph30i and it will be fine . But most of the good stuff is over ear anyway
