Never heard of asset streaming from the HDD? I know GTA V does it, assume a lot of other games do as well. They don't always put everything they need in the RAM. 

 

NVMe does make a difference for games, it's not massive vs a SATA SSD, but it is measurable and given that decent NVMe drives cost the same or sometimes less than SATA ones it's not a bad idea.

How are your frametimes? MSI AB's OSD can show that, you should set it up to spit that out as a graph + text. 

In newer, bigger titles, a quad core can defo cause stutters/bad frametimes or inconsistent 1% lows. Especially if you run anything much in the background.

In newer, bigger titles, a quad core can defo cause stutters/bad frametimes or inconsistent 1% lows. Especially if you run anything much in the background. 

My frametimes are very stable so far, when I limit the FPS to 60 I got a stable 16.6 ms Frametime... Also I see these stutters in games as simple as minecraft and far cry 4, I even set graphics to minimum and they are still there...

1 second = 1000ms. 1000ms/60(hz)= 16.6ms.

As I said, I had my FPS locked to 60, so the frametime can't get any lower than 16.6 ms...

 

I am using an i5-4590 and 8 GB RAM Dual channel, And I will say it again, I noticed these stutters in VERY simple games like minecraft on "fast" settings with "tiny" chunk render distance

Minecraft and FC4 are not on the same level of simplicity lol. 

 

You mentioned HDDs clicking, that's not a good sign, unless you're describing that sound wrong.

8GB RAM is fine for the majority of games. CPU yeah, in more thread hungry (usually newer) titles it'll be an oof. 

16.6ms is exactly what you want with a 60fps lock. That's 60 frames consistently paced over 1 second. 

OP, have you tried running it as a graph and visually confirming it stays smooth?

In the vid you posted most of what I see is shaky mouse input, can't tell if the game itself is laggy. Something like Minecraft shouldn't be stutterry once you've loaded in, but I find if it's loading chunks or a very busy world it'll lag a bit (even on an OCed 8600K it'll do this).

Ok then, I just tried to use my intel HD 4600 on Analog VGA, It did not do these stutters, keep in mind that I am using the same PC...

So then I reconnect my GPU again and put it on the same settings my intel HD was on, The stutters are back...

So why... just why... Again, Keep in mind that I tried that on the same PC

So I have noticed that when I use my mouse I notice stutters in games, For example when I move the mouse horizontally I notice that things in-game shake right and left back and forth even though my hand is not shaking, I even noticed that problem with a different mouse and Mouse pad... But in Unity Player games I don't notice that problem like in "The Long Dark"...

But when I use a controller I don't notice any of these stutters...

 

So why is this happening, Just... just why?

So I recently started playing Watch Dogs (the old one from 2014) and I have noticed a lot of Micro Stutters even though I tried running the game on lowest settings possible... the frametime is still unstable as hell when walking or driving around the city... I don't know why this is happening... I tried turning off v-sync and I tried running the game on windowed borderless... I am running on the latest windows and latest drivers... (the game is installed on WD Blue 1 TB HDD 7200 RPM)

 

PC specs:
i5-4590

8 GB RAM Dual Channel

XFX Radeon RX 570 4 GB
