I have tried multiple times. I have also reinstalled the graphics driver.

what if i tried to update the intel hd graphics driver. it is a hidden device

hidden perhaps because it's disabled but since the file you're missing seems to be part of an intel OpenCL library, it couldn't hurt to try updating the iGPU driver.

Registry editing

the registry is not as big and scary as people think it is. stick to the path that someone else has found to work and make backups to revert to if things start misbehaving (or at least note down the original key values)

does. everything else with the GPUs work? Is your OS and BIOS up to date, both graphics drivers up to date?

Those are some general troubleshooting things because I am  also a bit out of ideas
