Well, if the 5600 XT supports the new bios (not all do from my understanding) it will beat a 2060...

700 usd for a card?Or the whole thing? Tho now I'm worried that the rest are bad.

Either way the 1660S is the best pick between $230 - $250

Would probably be better off going for a Ryzen 5 1600 AF over the 2600 - it's cheaper and very similar.

The Ryzen CPU is $85 here: https://www.amazon.com/AMD-Processor-Wraith-Stealth-YD1600BBAFBOX/dp/B07XTQZJ28/ref=sr_1_1?keywords=ryzen+5+1600&qid=1580194530&s=electronics&sr=1-1

go into the third party sellers list

Threw in a hard drive, you might not need that. If you don't, I'd recommend a PSU upgrade to something like this:

https://pcpartpicker.com/product/dDH48d/corsair-txm-gold-550w-80-gold-certified-semi-modular-atx-power-supply-cp-9020133-na

Cases are subjective, but that one is nice for the price

This 5600 XT has BIOS flash available for much faster performance
