Plex would allow you to stream media across your network.

I just want to sit back and watch the world burn.

Basically just pick an OS that supports running PLEX. FreeNAS has a PLEX Plug-in.

You could also stream video directly over SMB but that's not as pretty of a solution.

Do you want to turn a "dumb" TV into a "smart" TV? Do you want to access video files from a "dumb" TV? Do you want network storage for the computer(s) you use?

not only dumb tv entire devices can access the media content like plex but any free alternative

You only really need to pay I think if you want hardware transcoding and Live TV support. You can try Kodi, but its gotta target on its back because of "3rd party" add ons adding piracy support. So who knows how long they can hold out. Plex however is the BEST solution.

I just want to sit back and watch the world burn.

As I do it then just setup an SMB share (basically a File Server) and stream the video/audio using VLC Media Player over the network. Works fine for me.

Do you want something with a GUI/WebUI or are you open to CLI only setup?

I don't have a guide for a File/Media server with a GUI but you can look into FreeNAS. Setup is fairly simple. They redesigned their WebUI. It may be a bit easier to use than it use to be.
